The German scenario (ISM)

The Federal Ministry for Education and Research (BMBF) as well as the Federal Ministry for Environment and Reactor Security (BMU) initiate or give the order for various publications, research and support measures in the Green Economy sector. The literature for the development of research and for the growth of small and medium-sized enterprizes (KMU) predicts a large growth potential of the players in this sector. This is mainly due to two reasons:

  1. large parts of the population and the economy see in “Renewable Energy” and “attempts of Energy Efficience” the only possibility to maintain their standard of living and
  2. the worldwide investment trend means high growth figures ahead in the sector of sustainable technology and services.

At the same time many developments in the last years display the immense significance of political instruments in the development of “Green” products and services. As revealed by an analysis on the similarities of green entrepreneurs, that are on average much more dependent on safe political frameworks than other start-ups.

In the literature, the following six areas of political activity are attributed great importance to the strengthening and improvement of this sector: (a) research funding, (b) founding and cluster funding, (c) funding of market leadership and development, (d) exit funding1, (e) career and behaviour shift in consumption, (f) transformations-governance2. In addition, cluster (networks) have, not to be underestimated, leverage for SMEs from the Green Economy sector.

However, research in Germany on further influencing factors on the development of SMEs in this sector is rather low. Research areas would be “Green-Start-ups”, the importance of company launch centers or also, special points of contact for people wanting to set-up in this sector. Also, the relevant literature, with some exceptions,  is not concerned with the current crisis of the renegotiations of the Renewable Energy Act (EEG) or with the enormous difficulty of the SMEs in the Green Economy of recent years.
